Japan to seek high-level talks with N Korea in Sweden

The South Korean Foreign Ministry said on Monday that Foreign Minister Kang Kyung-wha spoke with U.S. Secretary of State Mike Pompeo by telephone to discuss Pompeo and Trump's meetings with North Korean envoy Kim Yong-chol last week.

That announcement coincided with the visit to Washington of former North Korean spy chief Kim Yong Chol and hinted at movement in a denuclearisation effort that has stalled since a landmark first meeting between Trump and the North Korean leader past year.

U.S. Secretary of State Mike Pompeo said his administration wants to reduce North Korea's capacity to build its nuclear and missile development programs and that discussions on that are an "important component" for making sure that both countries deliver on commitments made in Singapore past year. The base has been central to developing ballistic missiles that are capable of reaching South Korea, Japan, and even Guam, according to the report. North Korea is considered to have on-hand potentially dozens of strategic nuclear weapons. It provides consular services for the United States. The announcement about the second summit suggested that the USA was softening its refusal to relax sanctions against North Korea because Kim had earlier this month threatened to walk away from talks if Trump didn't compromise.

During the meeting, members of the party agreed that inter-Korean and US-North Korea talks should be aimed at the "complete denuclearization" of North Korea instead of a "nuclear freeze", in addition to prioritizing denuclearization in the inter-Korean relationship.

The top diplomats of South Korea and the United States had phone talks Monday on North Korea and pending alliance issues, Seoul's foreign ministry said.

Since its Singapore talks with Trump, North Korea has made clear its preference to deal directly with the president. Prospective venues for the second summit have not been formally announced, but there is much speculation that Trump and Kim Jong-un will meet in Vietnam, whose government has said it would be pleased to host them. In the months since, North Korean officials have been frustrated at the White House's consistent insistence on the alternative phrasing - a phrasing that implies the unilateral disarmament of North Korea.

The schedule leaves little time for negotiators to craft a detailed agreement before a second summit, especially while the shutdown hampers bureaucratic work in Washington.
