Mexican city shuts down migrant shelter near US border

When Customs and Border Patrol officials arrested 46-year-old Miguel Angel Ramirez after he illegally entered the US near San Diego, he was only four months out of a Honduran prison after serving 10 years for homicide and three years for robbery. They briefly escaped and were captured.

They also caught a 30-year-old Honduran man with MS-13 tattoos and later identified him as Wuilson Lazo-Ramos, who had a felony conviction for weapons misconduct in Maricopa County. He also ran and was later captured.

None of the 42 migrants arrested in Sunday's clash at the US-Mexico border will be criminally charged.

Meanwhile, Tijuana's municipal government said that more than three dozen migrants were arrested for disturbing the peace and other charges stemming from the march and what followed.

Many others were not referred to the Justice Department because they were children or parents accompanying children, the official said.

Dozens of migrants interviewed by The Associated Press have said they are fleeing poverty and violence in their countries of origin.

US agents shot the gas, according to an Associated Press reporter on the scene. That prompted Border Patrol agents to launch tear gas and pepper spray balls to quell the unrest in the crowd that included small children in diapers.

Six men and one woman jumped or slipped over the border barrier in Tijuana and were quickly detained by customs and border protection agents.

Those who were arrested were accused of illegally entering the USA; 27 were men and 15 women and children.

Charges were not filed because the administration generally doesn't separate families and because Customs and Border Protection didn't collect enough evidence needed to build cases, including the names of arresting officers, according to a US official familiar with the matter who was not authorized to discuss the matter publicly and spoke on condition of anonymity.

Hundreds of the migrants are now living in hastily erected tents in Tijuana hoping to be able to cross into the U.S.to claim asylum - and then wait for their claims to be adjudicated by immigration judges.

Thousands of caravan members have been arriving in recent weeks - almost 6,000 people have been staying at a sports complex in Tijuana packed into a space adequate for half that many people. Mud, lice infestations and respiratory infections are rampant.

The remaining migrants were taken by bus to the new shelter about 10 miles (15 kilometers) from the border crossing at Otay Mesa and 14 miles (22 kilometers) from San Ysidro, near where people line up to file applications for asylum in the United States.

Earlier, the migrant caravan, consisting of thousands of people from Central America, ventured through Mexico towards the US border where some of the migrants clashed with US Border Patrol agents, who dispensed tear gas to dispense the stone-throwing mob.
