Steps taken to activate communication between two Koreas

Both Koreas are calling for a declaration by the end of the year, but the USA wants to see more concrete steps toward denuclearization first, and some analysts say a declaration could put pressure on the U.S.to withdraw its troops from South Korea.

At the summit, the leaders are expected to discuss denuclearization, as well as ways to follow through on the Panmunjom Declaration signed during the first inter-Korean summit on April 27 to expand inter-Korean cooperation. During the war, it was used for truce negotiations, so escaped the bombing which leveled most of North Korea.

"Speaking on condition of anonymity, one diplomat said the amended report removed some references to Russians accused of breaching North Korea sanctions", the message says.

On Thursday, Washington imposed sanctions on a China-based technology firm, its North Korean chief executive and a Russian subsidiary, accusing them of moving illicit funding to North Korea in violation of USA sanctions.

A source close to the situation in South Korea told Kyodo News, "At the next summit, Moon might promise Kim to offer economic aid to North Korea".

Trump thanked Kim on Twitter, saying, "This is a big and very positive statement from North Korea".

The move is a follow-up on an agreement that the leaders of the two Koreas reached in their April summit to run such an office on hopes that the office will serve as a communication channel to help facilitate inter-Korean cooperation on various fronts. These projects are held back by the sanctions against North Korea.

"Russia has actively attempted to undermine the U.N. Security Council resolutions", Pompeo said during a news conference, "by attempting to change the language" of a report that evaluates compliance with sanctions against Pyongyang.

The opening comes ahead of a meeting between North and South leaders.
