Britain and the European Union are "closing in" on a withdrawal agreement, Brexit minister Dominic Raab said on Friday, before a meeting of European leaders in Salzburg next week. It forecast that the UK Department for Transport would have to boost its working ranks by more than 60% to deal with all the Brexit changes.

The remarks came as the Government was releasing a new raft of technical papers on Thursday expected to focus on how a no-deal Brexit would impact on things such as mobile phone roaming charges. That includes worldwide flights and cross-channel trade, as well as a consideration of possible triggers for civil unrest following a no-deal Brexit. "We are also continuing our discussions to find common ground on the future relationship".
