Kim and Moon have agreed to hold the new summit to continue strengthening ties and work on the denuclearization of the peninsula, as stipulated in their joint declaration signed in the first inter-Korean summit in April.

A Syrian delegation arrived this week and South Korean President Moon Jae-in will visit Pyongyang later this month, the Associated Press reported.

South Korean officials have said that Kim is interested in denuclearizing by the end of President Trump's first term.

Kim said he would take "more active" measures toward denuclearization if his moves were met with similar measures, Chung said.

But Pyongyang has slammed the Washington for its "gangster-like" demands for complete, verifiable and irreversible disarmament. Last month, North Korea also returned 55 sets of human remains to the United States.

This is the first time the North Korean leader laid out a potential deadline for dismantling nuclear weapons, the development of which pushed the region to the brink of military confrontation past year.

Kim told Chung that work to dismantle the only missile engine test site in North Korea "means a complete suspension of future long-range ballistic missile tests". The American government now bans US citizens from visiting North Korea.

Kim did not mention Pompeo's cancelled trip to North Korea, but said he may be able to "more actively" take denuclearization measures should North Korea be given early rewards for the steps it has taken so far, Chung added.

The State Department announced Thursday that Biegun would travel to South Korea, China and Japan next week for talks on North Korea.

After returning home, the envoys said Thursday that Kim still has faith in U.S. President Donald Trump and reaffirmed his commitment to a nuclear-free Korean Peninsula, although he expressed frustration over skepticism about his sincerity.

"We support progress in inter-Korean relations and President Moon's statements that such progress must go hand-in-hand with denuclearization", a spokesperson for the White House National Security Council (NSC) said when asked for comment on the meeting.

Both leaders said they would meet on a regular basis and exchange calls via a recently established hotline, and would open a permanent communication office in the North Korean border town of Kaesong.
