The death toll in Hokkaido grew to 16 on Friday after a magnitude-6.7 natural disaster struck Japan's northernmost main island the previous day, and it is feared the figure will rise further with the government reporting 26 people are still missing.

Devastating landslides caused by a powerful 6.6-magnitude quake in northern Japan claimed at least nine lives on Thursday, with dozens still missing as homes were engulfed.

Japan is one of the world's most seismically active nations and accounts for around 20% of quakes worldwide of magnitude 6.0 or more.

The quake struck early on Thursday and thousands of people spent the night in evacuation centres.

"We've heard there are people still stuck under the mud, so we've been working around the clock but it's been hard to rescue them", a Self-Defence Forces serviceman in Atsuma told public broadcaster NHK.

"We will do our best to save lives", Prime Minister Shinzo Abe said after an emergency cabinet meeting.

In the small, rural town of Atsuma, more than 20 people remained missing on Friday after landslides wrecked and buried houses.

Chitose airport is a major gateway to the island, known for its mountains, lakes and abundant farmland and seafood.

Soldiers in fatigues and orange-clad rescue workers searched for survivors, picking through debris on huge mounds of earth near the epicenter in Atsuma in southern Hokkaido.

"I just hope they can find him quickly", one unidentified man told NHK as he watched the search for his missing neighbor.

Power was knocked out for Hokkaido's 2.9 million households.

Transports were also badly affected, as all trains across the island were halted.

Almost 3 million households were left without power by the quake - the latest in an exhausting run of natural disasters for Japan.

Kansai International Airport has been shut since Typhoon Jebi ripped through Osaka on Tuesday, although some domestic flights operated by Japan Airlines (JAL) and ANA's low-priced carrier Peach Aviation resumed on Friday, the carriers said. ANA canceled all morning flights but would resume operations as normal in the afternoon, a spokesman said.

"This decision was made upon careful evaluation of the magnitude of damages incurred, including damages to critical infrastructure such as power outages and significant transportation disruptions, as well as to ensure the security of all spectators, including the supporters of the visiting team".

Utility officials are starting up hydroelectric plants to help restart the main thermal plant, Seko said, adding that he to get power back "within a few hours".

The quake prompted Japan's Self Defense Forces to cancel two joint military exercises in Hokkaido, including the first-ever drill with Australian fighter jets, and a training exercise with the U.S. Marine Corps.
