Between July 26 and July 27, more than 20,000 residents of Redding were ordered to evacuate amid the rapidly-expanding Carr fire.

Authorities have reopened more evacuated neighborhoods as ground crews, aided by diminished winds, extended buffer lines carved out of thick, dry brush along the fire's edge to 35 percent of its perimeter, officials said.

More than 4,000 fire personnel are battling the flames, but triple-digit heat, shifting winds, dry fuel and steep terrain are working against them, officials said.

Brown added: "I would suspect there will be more fires to come, and more fires each year for a very long time because it's going to be a while before we shift the weather back to where it historically was".

Meanwhile, at least three new fires erupted Wednesday in the Sierra Nevada region, including a blaze in Placer County that had consumed 405 hectares of land.
