The impeachment document makes a series of charges against Rosenstein, the latest sign of escalating efforts among conservatives to oust the DOJ's No. 2 official.

Rosenstein was appointed by Trump, but the Republican president has repeatedly criticised him on Twitter for his oversight of the Russian Federation probe, which he calls a witch hunt.

Also, as Rosenstein himself pointed out in a congressional hearing last month, it takes a lot of imagination to believe that slow or even resistant document production in the federal government is the result of an anti-Congress conspiracy that is directed all the way from the top.

And Trump's allies are angry because they've been demanding information about the 2016 investigations, including about the use of FBI confidential sources, and they argue that Rosenstein has been stonewalling.

Rosenstein has fiercely pushed back against his House Republican critics, warning in May that the Justice Department is "not going to be extorted" amid threats that he could be impeached.

It is unclear whether there will be enough support in the party to pass it, as Republican leaders have not signed on to the effort.

Jordan said "enough is enough" and it's "time to hold Mr. Rosenstein accountable for blocking Congress' constitutional oversight role".

Later in the Fox News interview, Meadows hinted he may try to force a vote on the House floor about the articles of impeachment against Rosenstein as soon as Thursday. Gowdy, who is opposed to trying to impeach Rosenstein, told reporters afterward that he thought the meeting had been productive "because we're making progress towards compliance".

Minutes later, House Republicans voted to sanction the Department of Justice over GOP document requests. His open threat of triggering a vote on impeachment - which he can do if he follows a certain set of procedural rules - could help him win concessions on other contentious issues before the House.
