South Korean officials have said the pair discussed carrying out the peace commitments reached in their first summit last month, as well as Mr Kim's potential meeting with US President Donald Trump.

It was read by Secretary of State Mike Pompeo - who met Kim earlier this month - to the Senate moments after Trump published it.

He said North Korea remained open to resolving issues with Washington "regardless of ways, at any time". Putin said of Trump's cancellation announcement, "In Russia we took this news with regret".

There, former leader Colonel Gaddafi gave up his nascent nuclear programme only for him to be killed by Western-backed rebels a few years later.
