Rudd was the fifth person to quit the Cabinet since the June 2017 snap general election, called by May but which cost her centre-right Conservative Party its majority in parliament.

However, she failed to acknowledge that her hostile environment policy may have also had a severe impact on the Windrush generation, many of whom struggled to prove they were in the United Kingdom legally.

Following Mr Javid's promotion, No 10 also announced former Northern Ireland secretary James Brokenshire was returning to the cabinet as housing, communities and local government secretary while International Development Secretary Penny Mordaunt would take Ms Rudd's other role as women's and equalities minister.

Although Rudd was in charge at the home office when the scandal erupted, the policy that produced it, known as the "hostile environment" for illegal immigrants, was the brainchild of her predecessor - one Theresa May. "This never should have been the case and I will do whatever it takes to put it right".

Ms Rudd's resignation now leaves the PM increasingly exposed as she is seen as being responsible for introducing the "hostile environment" that left the Windrush generation struggling to prove their right to remain in the UK.

The Secretary of State for the Home Department has overall responsibility for all Home Office business, including security and terrorism, legislative programme and expenditure issues. He is the Conservative party MP for Bromsgrove and has previously held business and culture portfolios in the United Kingdom government.

The SNP's home affairs spokeswoman Joanna Cherry said blame for the Windrush scandal "lies firmly at the door of Theresa May and her toxic Tory immigration policies".

"They came to this country after the Second World War to help rebuild it".

Rudd was forced to step down after a series of revelations in the Guardian about problems faced by Windrush generation residents, which culminated in a leak on Friday that appeared to show she was aware of targets for removing people who were in the country illegally.

He said: "I guess part of the tragedy of Amber Rudd leaving is that I think last week she hinted that having no customs union wouldn't necessarily be a red line anymore".
